The Software Development Specialist 3 plays a key role at the Board. In this position, you will be responsible for:

  • Developing and modifying Full stack .NET/Azure custom software applications.
  • Creating, editing, testing, and/or compiling software code to create new applications, enhance existing functionality, and optimize system performance.
  • Developing and maintaining software solutions within the agency's Microsoft Azure tenant, on-premises (Windows Server environment), and other necessary platforms.
  • Developing software using a variety of agency-standard tools, technologies, and frameworks.
  • Optimizing code to ensure performance and load requirements are met.
  • Ensuring code adheres to agency and state secure coding standards, best practices, and procedural guidelines.
  • Creating and maintaining required documentation, including Azure DevOps tasks, in-line code comments, and knowledge base articles to track work progress and facilitate knowledge sharing.
  • Working with IT and business stakeholders to understand business problems, analyze solution options, and create user stories, requirements, and acceptance criteria.
  • Performing impact and risk analysis on solution options to identify interdependence among systems, services, and APIs.
  • Identifying and documenting new technical requirements to mitigate or remediate predicted risks or impacts.
  • Participating in technology analysis, evaluation, selection, and standardization for software development frameworks and patterns (e.g., selecting single-page application frameworks).
  • Assisting with or leading design reviews and writing design documentation.
  • Participating in planning work using Agile practices, including sprint planning, backlog management, grooming, effort estimation (e.g., story points), and stand-up meetings.
  • Assisting with or leading design reviews and writing design documentation.
  • Participating in code reviews of both individual and team members' code.
  • Creating and reviewing test and mockup data for performing test scenarios.
  • Writing and executing unit and integration tests.
  • Coordinating with application testers to execute system-level test scripts, including functional, integration, security, performance, and load testing.
  • Remediating bugs and defects identified during testing, tracking remediation efforts in Azure DevOps and/or Team Foundation Server.
  • Supporting and participating in user acceptance testing as needed.
  • Participating in the development, implementation, monitoring, and documentation of quality assurance, security, and testing standards.
  • Completion of undergraduate core program in computer science or information systems and 36 months combined work experience in any combination of the following: assuring requirements are defined and approved, performing code reviews and ensuring application development standards are met including 12 months' work experience in the primary technology as specified by the agency position description & job posting.
  • Or completion of associate core program in computer science or information systems and 42 months combined work experience in any combination of the following: assuring requirements are defined and approved, performing code reviews and ensuring application development standards are met including 12 months' work experience in the primary technology as specified by the agency position description & job posting.
  • Or 60 months' combined work experience in any combination of the following: assuring requirements are defined and approved, performing code reviews and ensuring application development standards are met including 12 months' work experience in the primary technology as specified by the agency position description & job posting.
  • Or equivalent of minimum class qualifications for employment noted above.
